*Employee transitions often occur throughout the reporting period, therefore the transitions are counted once and at the higher level of the position for which the transition occurred. For example, if a Postdoctoral Research Associate competitively applies and is selected for a staff Associate Scientist position, that individual is counted once in the Technical Research staff category.
